Respectfully forwarded to the Honorable, the Secretary of Foreign Affairs, Manila, requesting that a communication be sent to the American Consulate General at Shanghai China, authorizing the issuance of temporary visitor visas to REGINALD CHENG and FREDERICK LEE, Chinese males, of legal age, provided they are holders of valid passports issued by their Government and provided further that they are otherwise admissible and there is no derogatory information against them.

The usual fees will be collected from them upon arrival.
